About this Role:

We are recruiting for a Research Scientist Supervisor I (Social/Behavioral Sciences) or (Epidemiology/Biostatistics) .

As part of the Enterprise Data and Information Management organization (EDIM), the Research Scientist Supervisory (RS Sup I) is responsible  for the supervision and operation of the External Quality Review Organization Data Support Unit (EQRODSU). The unit serves as lead for the research, analytic, and data management efforts supporting quality of care measure development/selection and the development of related data products associated with DHCS' EQRO/Managed Care Accountability Set (MCAS), Centers for Medicate and Medicaid Services (CMS') Core Set reporting, Medi-Cal Population Health Management (PHM) service metrics, and other reporting initiatives to ensure quality and access through equity-driven performance metrics.

Training and Development (T&D) assignments may be considered for this position for current California civil service employees. T&D assignments cannot exceed 24 months. However, successful T&D candidates may transition to a permanent appointment, if eligible at the end of the T&D assignment.

This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (From 700) when assuming office, annually while in office, and upon leaving office.

Working Conditions

1. In Office – refers to all working days.
2. Hybrid – refers to some working days in office and other days telework.
3. Telework – refers to all working days at approved alternate work location.

This position offers a hybrid work schedule as outlined in the telework information section below; the amount of telework is based on the operational business needs. Beginning July 1, 2025, pursuant to Executive Order N-22-25 issued March 3, 2025, and California Department of Human Resources (CalHR) Statewide Guidance issued March 13, 2025, DHCS team members generally will be required to report in-person a minimum of four days per week unless exempted/excepted.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Demonstrated experience managing a research team, performing scientific, multidisciplinary research, data governance, and developing and implementing evaluation and research projects.

• Experience with health services data, data available from other California Health and Human Services Agency departments, and other population health/quality measure data and technical specifications.

• Expertise in statistical sampling, statistical analysis, data quality assurance processes research methodologies in an applied research setting.

• Demonstrated experience using SAS, SQL, advanced Excel and/or similar software.

Telework Information

Currently, the DHCS standard for hybrid work is a minimum of two days per week in-person and site-based and up to three teleworking days per week in accordance with DHCS' Telework Program and Government Code 14200-14203. This position may be eligible for telework up to five days a week, contingent on operational business needs. Telework is available to California residents, and proof of residency may be required. The amount of telework is at the discretion of the Department and is subject to change.
